Carla follow lane DDPG Vs PPO Vs SAC [February]

We finally got a good performance for DDPG, SAC and PPO in Town04 both for training and inference. This following 2 weeks we will explore how it generalizes to other cities.

Additionally we will keep exploring the state-of-the-art so we better shape thiese experiments for the upcoming article.
